Here is an Imperial Service Order from the reign of King George V. It was awarded to Albert Smith. Albert was a Postman from East Molesey, Kingston-on-Thames. This award was gazetted on 12th of April, 1912.

A very nice cased ISM Star, but I think you have the wrong guy. These Stars were award from mid 1910 to end of 1919.
The only guy that fits the bill appears to be –
LG 12 April 1912, p2637
Smith, Albert, Postman, East Molesey, Kingston-on-Thames.
