It was made by Rudolf Souval, with code number 98 and LDO number L58.
The frame shows the typical “claw” corners from this maker, and the core shows the “dipping” 3 in the 1939 date.
Sadly , this austrian maker continued producing badges well after the war. There is not a definitive work about these badges. Early postwar production was made from wwII leftover or stock parts. Late postwar production is easily identificable.
